The project team and commission staff were able to strike a balance between protecting critical wastewater infrastructure that serves the westside of San Francisco and maximizing open space (habitat restoration) and public recreational access in the area. The project team will incorporate the agreed upon changes into the design and work with Coastal Commission on issuance of the project. Based on these necessary steps, we anticipate construction to start in late 2027. Project elements include constructing a buried seawall to protect critical sewer system infrastructure and the new recycled water facility. Other elements include rerouting Great Highway traffic at Sloat Boulevard away from the narrowest part of the beach, building a multi-use public trail with sweeping Pacific Ocean views where the highway is now, and improving beach health through the replacement of sand. The proposed improvements also include the construction of beach access stairway and outlooks, public restrooms, and add approximately 60 parking spaces to replace 30 parking spots at Sloat/Great Highway. Ocean Beach Climate Change Adaptation Project In coordination with the Coastal Development Permit from the California Coastal Commission, the project team (with the San Francisco Public Utilities Commission (SFPUC) as the lead agency) continues working on design changes intended to enhance resiliency by creating as much space as possible for sea level rise adaptation, minimizing hardscape, and maximizing public access to the coast. Once we have agreement with the California Coastal Commission on design changes, the project team will continue to advance detailed design needed for construction contracting. These include access and circulation improvements to the SF Zoo parking lot. Other changes include: Analysis and design for an additional restroom located at the Skyline Boulevard parking lot. Relocating the beach access stairs farther north to maintain safe public entry. Adding coastal overlooks along the coastal trail to give visitors places to rest and enjoy ocean views. Eliminating the service road on the Great Highway south of Sloat Boulevard between the Oceanside Treatment Plant and the Westside Pump Station. Shifting the multi-use trail inland to reduce the amount of hardscape in the coastal zone. By eliminating the service road, we’re redesigning the multi-use trail to be set back from the buried seawall as much as possible. Redesign of the slope stabilization layer, which is part of the design to protect the Lake Merced Tunnel, to a flatter slope where possible to support dune restoration, wave runup, and create a more resilient dune habitat. Modifying the dune landscape so that the back dunes are west of the multi-use trail . Under the original design, the dune landscape was separated by the multi-use trail. The City is redesigning the intersection where Sloat Boulevard meets the Great Highway to allow for vehicle access to the Westside Pump Station from Sloat Boulevard. The design will include measures to allow for safe walking, cycling, and driving in the area. As part of the SFPUC’s ongoing condition assessment program, they are evaluating the benefits of including additional sewer system upgrades in the area to reduce construction impacts to the Ocean Beach community and adhere to San Francisco’s “Dig Once” policy. Due to the need for additional planning, design and coordination with the California Coastal Commission, the construction start date for the Ocean Beach Climate Change Adaptation Project may experience additional delay.
